The European Cloud Partnership



In het kader van de digitale eengemaakte markt heeft de Europese Commissie in 2010 de Digitale Agenda voor Europa voorgesteld. In de Digitale Agenda voor Europa,een van de zeven vlaggenschipinitiatieven van de Europa 2020-strategie, wordt uiteengezet welke essentiële faciliterende rol informatie- en communicatietechnologieën (ICT) zullen moeten spelen in Europa, om de doelstelling te behalen. Binnen deze Digitale Agenda wordt de doelstelling om een EU-wijde strategie voor cloudcomputing te ontwikkelen vastgelegd, voornamelijk ten behoeve van de overheid en de wetenschap.


In december 2012 heeft de Europese Commissie een Mid-term Review gepubliceerd, die moet bijdragen tot het behalen van de doelstellingen van de Digitale Agenda voor Europa. Als voornaamste transformatieve maatregel voor cloudcomputing is de oprichting van het European Cloudpartnerschip vastgelegd om de koopkracht van de overheidssector te benutten en de markt voor cloudcomputing sneller te ontwikkelen.

Dans le cadre du marché unique numérique, la Commission européenne a présenté en 2010 l’Agenda numérique pour l’Europe. Il constitue l’une des sept initiatives phares de la stratégie Europe 2020 et expose les rôles facilitateurs essentiels que devront jouer les TIC en Europe afin de parvenir aux objectifs. Cet Agenda numérique fixe, entre autres, comme but de développer une stratégie européenne pour le cloud computing, principalement au profit du secteur public et de la science.


En décembre 2012, la Commission européenne a publié une Mid-term review qui doit contribuer à remplir les objectifs de l’Agenda numérique pour l’Europe. L’action transformatrice clé fixée pour le cloud computing est la mise en place d’un European Cloud Partnership afin d’utiliser le pouvoir d’achat du secteur public et de développer plus rapidement le marché du cloud computing.

Frank Leyman holds a Master degree in Marketing and in Applied Economics from the University of Mons in Belgium. He started his career with IBM Belgium in the telecom division. After 6 years he joined the Belgian national Telecom operator BELGACOM where he was in charge of setting up the Corporate Services Sector. After 3 years he was appointed as Distribution Channels Director for the Belgacom Group.


In 1999 he left Belgacom for a more international career by joining the company PROTON WORLD. This company is specialized in large scale smartcard based projects. He has been in charge of business development in the Middle-East and African Region and has co-developed the complete Government offering.


Since mid 2005 he works for FEDICT (the Federal Public Service for ICT) where he manages International Relations as well as the relations with European Commission, OECD and the World Bank. He is the Past Chairman of the International Council for IT in Government Administration (ICA), he chairs the Identity Management Expert Group for the World Bank and is the Belgian representative in the eGovernment High Level Group of the European Commission.
