Kunnen we het concept ‘Business – IT alignment’ toepassen op publieke organisaties, gegeven de specifieke kenmerken van die organisaties en de verschillen met private organisaties? En, indien ja, wat is de betekenis van dat concept voor die publieke organisaties en hoe kunnen die organisaties afstemming nastreven? Deze vragen staan centraal in de presentatie van drs. Simon Vander Elst (UGent). Om ze te beantwoorden fileert Simon Vander Elst het gedachtegoed achter het concept van Business-IT alignment. Vervolgens ontwikkelt hij een alignmentbenadering die toelaat om de interactie tussen ICT en organisatie in de publieke sector te begrijpen. Hij illustreert de waarde van zijn benadering aan de hand van verschillende studies over de inzet van ICT op het federale, Vlaamse, lokale en interbestuurlijke niveau en sluit af met een aantal beschouwingen over hoe publieke organisaties de interactie tussen ICT en organisatie beter kunnen sturen.
Today’s digitalization will require a lot of change and the reinvention of operations. But because this is a very turbulent context that has many interdependencies, such as other processes, products, services, channels, markets, objectives, you need to understand your business model to know how you are progressing and whether you are still moving in the right direction: the management component in a digital environment. Create a representation of your operations or processes within the context of a business operating model, and make the “map” dynamic so it can guide you on the way to your destination, taking into account congestion, interesting places on the road, works ahead, comparable to the GPS in your car. Key issues: • How to observe your business context and create a business operating model? • How to make this model dynamic, allowing for positioning and orientation? • How can you interact with the model to support decision making and align IT projects?
Governments around the world looking to radically transform what they do and how they operate, to shift from an output-based paradigm to a citizen-centric government focused on results and public value. Citizen-centric governments put their customers—citizens and businesses—at the focal point of all key decisions, from budgeting to service design to channel for service delivery. Innovations are being driven by citizen expectations as well as resource challenges. The four pillars of the New Style of IT—Big Data, cloud, mobility, and security—make what was previously impossible, possible.
• Big Data allows us to develop a very detailed understanding of the constituent, to identify trends and to target services to citizens when they need
them.
• Cloud drives improvements in efficiency and accelerates access to resources and expertise as well as innovation.
• Mobility opens up completely new ways of addressing the “last mile” challenge to help create new customer experiences.
• Security helps improve trust in government.
All these innovations allow governments to be much more efficient, agile, and resilient, and help them improve quality of life, drive economic growth, and create sustainable communities to be ready for an ever-changing future.
